Dear Chairman Specter and Ranking Member Harkin:

Thank you for all of your work on the Labor, Health and Human Services, Education Appropriations bill. We are grateful for your inclusion of an $800,000 appropriation to fund the Automatic Defibrillation in Adam’s Memory (ADAM) Act.

Funding for the ADAM Act will establish a national clearinghouse to provide schools with the "how to" and technical advice to set up a public access defibrillation program. As you know, using a defibrillator on a cardiac arrest victim can greatly increase his or her chances of survival; however, the defibrillators need to be available in public places for them to be effective. Studies have concluded that placing defibrillators in public places and training ordinary people to use them may save more cardiac arrest victims by doubling the chances of surviving cardiac arrest.

Both school-aged children and adults can fall victim to cardiac arrest at a school, and immediate access to defibrillators is essential to survival. The clearinghouse we propose to fund will respond to the growing number of schools that have the desire to set up a public access defibrillation program, but often do not know where to start. It will ensure that schools have access to the appropriate training, technical advice and guidance during this process.

We respectfully request the retention of the Senate funding level, $800,000, in the final FY 2006 Labor, Health and Human Services, and Education Appropriations bill. This funding would help save lives of students across the country, and your consideration of this request is greatly appreciated.
